Frontier Group said in its most recent report that small-scale rooftop solar projects are delivering 10x more power than a decade ago. California was the leader in this market, but changes to the state’s net metering policy, which cut the value of solar energy credits by about 75 percent, has left rooftop solar with an uncertain future in the state.
